Russia’s Energy Focus Shifts to Social Development, Not Bitcoin Mining

Russia’s Energy Ministry has said the country will prioritize using its energy resources for social development rather than Bitcoin mining. The statement was made by Energy Minister Sergei Tsivilev, who emphasized that while surplus energy could be used for Bitcoin mining, it would only be allocated to legal and registered operators, keeping them out of the “grey” economy.

Bitcoin Mining Is Not a Priority for Russian Energy Consumption

Despite some expectations that Russia could become a major Bitcoin mining hub, fueled by new cryptocurrency regulations, the government seems to have other goals. According to Minister Tsivilev, Russia’s energy resources will primarily be directed towards supporting the country’s social development programs.

During the Eastern Economic Forum held in Vladivostok, Tsivilev provided further clarification on this position. He explained that surplus energy from power plants could potentially be used by Bitcoin mining companies. These surpluses arise because power plants sometimes operate below expected demand levels, which can negatively impact their efficiency and financial effectiveness. In such situations, Bitcoin miners could step in to use the surplus energy, ensuring that the power plants continue to operate at full capacity and improve their economic performance.

Bitcoin miners’ access conditions to surplus energy

Tsivilev explained that this surplus energy will be available to miners only under certain conditions. He stated,

When there is a surplus, so that the stations are working at full capacity, we are ready to give this surplus energy to the miners. But on the condition that only surplus energy. And again on the condition that the miner must be legal.

In his speech, he stressed how important it is for Bitcoin miners to operate in a completely legal manner, meaning that they are properly registered and pay taxes.

The focus on legality is a response to the fact that many Bitcoin miners in Russia still operate in a “grey” economy. The government’s stance aims to bring more miners into a regulated framework, ensuring they comply with national laws.

Cryptocurrency Mining Law and Regional Restrictions

In August, President Vladimir Putin signed new regulations on cryptocurrency mining, officially taking the activity out of the aforementioned “gray” zone. While the new law establishes a legal framework for cryptocurrency mining, it also gives the government the power to restrict mining activities in certain regions of Russia. These potential restrictions have raised concerns among cryptocurrency mining associations, as they fear such measures could lead to significant disruptions to their operations.

Despite these regulatory changes, Tsivilev made it clear that Russia’s primary focus remains social development and industrial growth, rather than supporting the burgeoning Bitcoin mining industry. He concluded his comments by emphasizing that the country’s top priorities are the “social development program” and “the development of our industry.”
