The new Indian Premier League (IPL) Players Regulations for 2025-27 were announced by the Board of Control for Cricket in India (BCCI) on Saturday after the match IPL Governing Council (GC), and what stands out is the mention of “will be banned” in the press release.
The regulations, called the “Grand Auction”, require all foreign players to register for it. If a foreign player fails to do so, he “will not be able to register for next year’s player auction.”
However, in a subsequent instruction on the eight-point list of regulations, the BCCI cautioned players who choose to register themselves, get selected by the franchise and then opt out of the season.
“Any player who registers for the Player Auction and, after being selected in the auction, becomes unavailable before the start of the season will be excluded from participating in the tournament and player auction for 2 seasons.”
The “Grand Auction” is expected to take place in the second half of November at an overseas location, most likely in the Persian Gulf.

One of the most anticipated parts of the regulations was the number of players the franchise would be allowed to retain.
The IPL GC ended this wait by declaring that “IPL franchises can retain a total of 6 players from their existing squad. This can be done either through retention or through Right to Match (RTM).”
The press release further stated, “The IPL franchise decides on the selection of stoppage and RTM combination. 6 stops/RTMs can have a maximum of 5 capped players (Indian and overseas) and a maximum of 2 uncapped players.”
The rules clearly stated that an Indian capped player would be considered uncapped “if the player has not played in the starting eleven of international cricket (Test match, ODI, Twenty20 International) during the last five calendar years preceding the year in which the season in question occurs.” or does not have a central agreement with BCCI.”
