Pune will implement webcasting in bars and pubs to improve regulation

Pune district authorities are mulling over the idea of broadcasting the entrances and exits of pubs and bars in the city online to ensure better compliance with rules and regulations, an official said on Saturday.

The live broadcast plan comes in the backdrop of a car accident in Kalyani Nagar that occurred in the wee hours of Sunday morning in the city, in which a Porsche allegedly driven by a 17-year-old minor hit two people, said District Collector Suhas Diwase.

No minor should be allowed to enter a bar or pub and these establishments should adhere to certain time limits, the official said. He added that citizens also raised complaints about bars and restaurants staying beyond official closing hours.

“In the current setup it is difficult to physically monitor what is actually happening (outside of bars and pubs), but this is possible thanks to new technologies such as webcasting. We successfully used webcasting during the elections, and over 50 percent of polling stations were webcasted and we could see what was happening there,” he said.

The official said they were working on the concept with the state excise office, which oversees the legal aspects of bars and pubs. “Through webcasting, we can monitor the exit and entry points of these establishments and also closely monitor the closing times,” the official said. Asked about the infrastructure to monitor the planned internet broadcast, the official said that the terms of the concept would be worked out.

After Sunday’s car accident, it came to light that the Cosie restaurant and the Blak club allegedly served alcohol to a 17-year-old currently in an observation home and his friends, without checking whether they were underage.

The police have registered a case against the owner and employees of Cosie and Blak Club under the Juvenile Justice Act, the Maharashtra Prohibition Act and the Motor Vehicles Act.

Charan Singh Rajput, superintendent of the state excise department, said they are working on the idea of webcasting. He added that the department has so far taken action against 49 establishments serving alcohol for various violations.
