Nico Hulkenberg and Kevin Magnussen’s cars failed post-race inspections and were referred to stewards due to a problem with the DRS system.

After questioning, both cars were found to be non-compliant, leaving stewards with no option but to exclude them from the session.

“The technical delegate found during the examination that the position of the uppermost rear wing exceeded the maximum permitted position under Article 3.10.10.h of the Technical Regulations of 85 mm,” the judges’ summary noted.

“The team explained that this was the consequence of an unintentional error on their part when setting the wing flap spacing.

“The wing used was of a new design and was used for the first time in Monaco.

“The old design was supposed to comply with the regulations with the largest gap measured from the center of the wing. Under the new design, the largest gap was at the wingtips, but the team did not train their mechanics to set the gap according to the new design, resulting in non-compliance.

“The obligation to strictly comply with the Technical Regulations always rests with the Competitor.

“The team suggested that non-compliance did not improve performance. Article 1.3.3 of the International Sporting Code clearly states that this does not matter.

“The team honestly admitted their mistake.

“Otherwise, the wing complied with the Technical Regulations and the FIA technical team confirmed that it was satisfied with the team’s explanation of the error.”

As a result of the penalties, Hulkenberg will drop from 12th place on the grid, and Magnussen from 15th to the last row.

Hulkenberg will start at the front, having finished higher of the two Haas drivers in Free Practice 3.

On the other hand, this will mean a one-place advantage for Daniel Ricciardo, who would otherwise have qualified in 13th place.
