Water Drilling Regulations in Karachi Updated by KW&SC

In a decisive move in the fight against water theft, the Sindh government on Saturday approved a landmark policy proposed by the Karachi Water and Sewerage Corporation (KW&SC). The aim of this new initiative is to protect water resources and increase budget revenues.

Pakistan’s new boring water policy

KW&SC CEO Engr Syed Salahuddin Ahmed stressed that the newly introduced policy aims to curb water theft and ensure proper revenue collection. According to the official announcement, licenses for groundwater abstraction in industrial zones will now be valid for two years. In addition, all existing licenses will be suspended and meters will be installed on all wells.

The new regulations impose an obligation to obtain a permit to use groundwater for industrial purposes. Each license will cover a maximum of four nearby boreholes or tube wells. For more than four wells, an additional license will be required.

The notification divided groundwater use into five distinct groups: industrial, groundwater operators, commercial institutions, healthcare and educational institutions and residential complexes. The purpose of this categorization is to streamline the licensing process and ensure compliance across sectors.

Execution and penalties

A five-member committee has been established to oversee the issuance of licenses, ensuring transparency and efficiency of the process. A KW&SC spokesman explained that wells must be located at least 330 feet from reservoirs and pumping stations. There are tough penalties for non-compliance, including a hefty fine of 5 million rupees for those caught stealing or selling water illegally.

This robust policy reflects the Government of Sindh’s commitment to conserving water resources and maintaining fair use practices. By enforcing these new regulations, the government aims to create a sustainable and efficient water management system in the industrial areas of Karachi and beyond.
