New members appointed to the Independent Police Complaints Board

The Government announced today (31 May) the new appointment of four members of the Independent Police Complaints Council (IPCC) for two-year terms with effect from 1 June 2024.

The newly appointed members are Kevin Chan Wing-tak, Matthew Lam Kin-hong, Dr. Jimmy Wong Chi-ho and Dr. Stanley Yim Yuk-lun.

Appointments are made by the Chief Executive in accordance with section 5 of the Independent Police Complaints Council (IPCC Regulation) (Cap. 604).

Security Secretary Tang Ping-keung said: “I am extremely grateful for the invaluable contribution of the IPCC in ensuring a fair, effective and transparent two-tier complaints system against the Hong Kong Police. I express my heartfelt gratitude to the outgoing members, Mr. Clement Chan Kam-wing, Dr. Anissa Chan Wong Lai-kuen, Mr. Wilson Kwong Wing-tsuen and Mr. Roland Wong Ka-yeung During their tenure, they actively participated in the work of the IPCC and provided constructive advice, helping the IPCC in the exercise of its independent monitoring functions to ensure that public complaints are dealt with fairly and impartially.”

Tang said the government will continue to provide full support to the IPCC to make full use of its independent statutory monitoring functions to maintain a fair and impartial police complaints system that is accountable to the public in Hong Kong.

The IPCC Regulation provides a statutory basis for the IPCC’s role and powers, as well as a two-tier police complaints system. It also imposes a statutory obligation on the Police to comply with the requirements of the IPCC. The IPCC consists of a chair, three vice-chairs and 14 non-official members.
