AG finds government officials often flouted rules when awarding McKinsey contracts

OTTAWA — A new report by Auditor General Karen Hogan finds that government organizations often disregarded federal contracting and procurement rules when awarding contracts to consulting firm McKinsey & Company.

At the request of the House of Commons, the auditor general examined 97 contracts awarded to McKinsey between 2011 and 2023, worth a total of $209 million.

Federal contracts with McKinsey came under scrutiny last year after media reports highlighted the company’s rapid expansion of its relationship with Prime Minister Justin Trudeau’s Liberal government.

The audit found that nine out of 10 departments and agencies, as well as eight out of 10 Crown corporations, did not comply with all aspects of procurement policy and guidance for at least one contract.
