Center officer charged in double dipping, timesheet fraud scheme

CENTRAL, La. (WAFB) – A Central Police Department officer is in hot water after being accused of committing timesheet fraud and stealing from the department.

Documents obtained by WAFB I-TEAM demonstration officer Huey Haley, 41, is charged with multiple crimes, including felony theft, filing false public records, false filing by altering public records, public payroll fraud and abuse of office. He resigned on Sunday.

Documents show Haley is accused of committing these crimes between at least October 2023 and October 2024. Investigators dug up Haley’s time sheets filed on those dates and discovered that Haley claimed to have worked 348 hours and 59 minutes longer than she actually did. According to the arrest warrant.

The alleged fraud resulted in Haley being paid more than $7,640.47 for hours she did not work.

Investigators learned that Haley had actually been reported to have missed days at work on at least 19 different occasions, according to an arrest warrant filed in the 19th Judicial District Court.

Haley reportedly “double-dived” by claiming to work for the police department on at least 5 different occasions while also working extra shifts.

The warrant says an employee with the police department was alarmed after noticing Haley’s September 2024 time card reflected that she had worked more hours than she was supposed to. According to the warrant, Haley refused to answer questions when questioned by investigators.

County Commissioner Nicole Robinson signed the arrest warrant on Wednesday, October 23.

“We are shocked that our most senior officer would violate the public trust in this way. Please know that Haley’s actions in no way represent the character and integrity of the hard-working men and women of the Central Police Department. While this is a dark day for us, we will persevere and move forward in a positive direction as we continue to serve our citizens,” said Police Chief Roger Corcoran.

It was unclear whether Haley had retained an attorney who could comment on her behalf.
