European regulations 2025 to combat motorcycle noise

A change in testing methodology will allow motorcycles in Europe to become quieter under UNECE Regulation R41.05. Instead of lowering the noise threshold, the test conditions are now revised with the aim of reducing exhaust noise in urban and rural areas.

The 2025 testing procedure will see motorcycles measured at up to 80% of maximum engine speed and in a speed range of 10 to 100 km/h. The tests also include noise measurement on all gears for motorcycles equipped with a manual gearbox.

This is in contrast to the previous test method where the noise measurement was carried out with the motorcycle stationary and the gearbox in neutral. Additionally, independent organizations will be used to conduct random testing instead of relying on manufacturers’ internal test results, with numbers compared to those of the manufacturer to determine accuracy.
