Quincy City Commissioner Raises Concerns About City Manager

QUINCY, Fla. (WCTV) – Commissioner Dr. Beverly Nash called a special meeting Tuesday to address concerns related to City Manager Rob Nixon, who holds his position while being a convicted felon. Nash questioned city policy while raising concerns about the activity of a utility account associated with Nixon’s company.

The meeting lasted more than an hour, with Nash laying out several allegations against Nixon’s office and presenting a handful of public documents that she said supported her claims.

Commissioner Nash also raised concerns about Nixon’s employment status, questioning whether or not he was violating policy as a convicted felon.

City Attorney Gary Roberts wrote in a memo to commissioners that his conviction did not disqualify him from employment, saying his rights were automatically restored.

Due to conflicting wording in the city’s requirements, Commissioner Dr. Robin Wood weighed in on the discussion saying the policy needed to be clearer.

Nash also showed a screenshot of a database the city uses for utility payments. A comment on the account says Nixon asked an employee to restore power to his business address after the county cut off service.

“Stop the madness. If you don’t pay your bills, turn off the lights,” Nash said. “I don’t care if you’re McDonald’s and you’re my favorite restaurant to go to. Turn off the lights. Let’s make things fair across the board for residents. If they don’t pay, they find themselves in limbo. »

A resident also spoke on the issue during the meeting.

“As city commissioners, you all need to look into this because we all need to pay our lighting bill,” they said.

After hearing the information, Commissioner Ronte Harris is not convinced an investigation is necessary.

“What is the FDLE going to investigate, is my question?” » » asked the commissioner.

Commissioner Nash said ultimately it comes down to a question of transparency. She recommended that City Clerk Janice Shackelford also be placed on administrative leave, saying her handling of public records and her working relationship with Nixon should be examined.

No official action was taken by the commission following Nash’s recommendation for an investigation. The Quincy City Commission will meet next Monday to discuss guidelines for the City Clerk and City Attorney review.
