New salary offer issued to civil servants after multiple refusals

Previous offers have been described as “unacceptable” and “shameful”.

The Public Services Commission has issued a new revised pay offer, following earlier refusals from the two unions representing public service workers.

The offer remains a three-year deal, a point of contention for Unite and Prospect who both say their suggestions are being ignored.

Public sector workers, including civil servants and government employees, are offered:

  • 2024/25 – four percent
  • 2025/26 – two and a half percent
  • 2026/27 – two percent

The offer represents an improvement of 0.75 percent on the previous salary offer for the 2024/25 period, but offers remain unchanged for subsequent years.

A condition remains for the years 2025/26 and 2026/27 that if consumer inflation in March is 1 percent above or below 2 percent, negotiations will reopen.

The increase would be backdated to April 1, 2024 for all employees still employed on the date the salary agreement was signed.

Any staff member who left their job before this date would not receive the salary bonus.

Annual leave for officers with 10 years of service will also be increased from 28 to 30 days per year.

The Prospect union believes the supply for the last two years is insufficient and ballot papers are being sent to members, with results expected after November 3.
